PAWS is asking for community help in locating a dog that was taken from a very special woman - Paradise Island Animal Hospital's very own Paulina.

Valentine, the much loved pet of PIAH's veterinary assistant, has been taken from her family's backyard at the Soul Hotel. The family is desperately trying to locate the dog and bring the female dog home.

Valentine is a 4 year old female dog, that has been spayed (she cannot have babies), and has blond-light brown short hair.

"This could not have happened to a more caring individual," said PAWS President Katie Busenkell. "Pauline has helped thousands of sick animals on Saipan, all with a smile and gentle, kind touch. This dog means very much to Paulina and her family. Please, if you have information that will bring Valentine back to her family, or if you are willing to help look for Valentine, please contact PIAH."

An open letter to animal owners on Saipan

So here I am sitting in the Honolulu airport, getting ready to leave for Saipan. Honolulu was the site of my most recent continuing education seminar. Veterinarians are required to get 15 hours/year of CE (Continuing Education), to stay current on recent medical advances. I was amazed to find that last year I logged 81 hours of CE. This year I managed 35 hours.

This postgraduate education is expensive, but well worth the effort. I made a commitment to myself (and to my patients on Saipan) to relieve pain, suffering and disease. This is not possible without constant reading, instruction, and association with those that know more than I about this continually evolving profession. This is a commitment that I have gladly made and gladly kept.

Many of the diseases that we treat with little concern today used to be untreatable just a few years ago. I am continually learning new approaches, new medications, new surgical procedures that ensure a long, happy, life for my patients.

I love my profession and the part I play in making the world a better place.

God, in his infinite mercy, foresaw the need for a trusted and non-questioning companion to fill the deep void in the human soul. This void cannot be filled by human contact alone. This is why He blessed us with the human-animal bond.

My dogs and cats don't question me in any way, shape or form. They are happy to see me regardless of where I've been or what I've done, and they never question my motives, even when I do something that is unfavorable to them. Their love for me, and my family is 100 percent non-judgmental, and unconditional.

They have accepted my shortcomings, and deficiencies without feeling the need to give any “constructive” criticism. Their love and acceptance has helped me to develop into the kind of person that I have always wanted to become.

They watch the house at night and when I'm gone so that my own kind (humans) don't hurt me or take advantage of my absence to relieve me of my possessions. I sleep soundly thanks to my pets. I sleep soundly when I'm off island and Susan is home alone, thanks to my pets. They are truly a salve to my soul, and continually add to my peace of mind and sense of well being.

In short they give me the 3 A's (Acceptance, Approval, and Appreciation) that all humans want and need to feel complete within themselves.

They demand nothing in return.It seems to me that the least I can do is to give them the care that I should want to give to such a valued companion. If not I am a thief by taking something that is given freely and then refusing to return the favor, even to the point of illness and death. Some people know what I'm talking about, and some, sadly, don't.

It has been my privilege for 30 years to care for the animals of this world. It has been my privilege for the last seven years to care for the animals of the CNMI.

I hope to continue in this role for the next 20 years.at least!

Six Puppies Up for Adoption

Meet Rico, a tiny little bit of a pup, found abandoned near the old Puerto Rico dump. Nearly run over by a car in front of her, a PAWS member stopped to offer the shivering & starving puppy some assistance. Rico appears to be approximately 8 weeks old. She has had a flea dip, wormer and is eating some really good food at her foster home and is feeling a lot better. She is a happy little thing, following everyone around and wagging her tail. Brothers and Best Friends - Up for Adoption

PAWS is looking for a good home for two cat brothers that are best friends. Ideally, PAWS would like to place the animals in a responsible and loving home together.

Both cats are male 5 1/2 months old and have been neutered, so no serious cat fights over females, aggressive behavior, or peeing on furniture! Also, both cats have been vaccinated and de-wormed. They get along well with dogs and other animals. They are good outside cats, but are litter trained for those days/nights that they spend inside.

Apollo:

Apollo is a great family dog that is up for adoption to a good responsible home. He has been fostered as an inside dog by a family with two children for almost three months, and according to the family, he has proven to be a great family pet that gets along well with other animals.

Apollo is a male boonie dog, thought to be about two (2) years in age. He has been vaccinated, de-wormed, and treated for mange.

Four Puppies:

Four beautiful and healthy puppies are up for adoption to good homes. These pups are about 7-8 weeks old, have been de-wormed and treated for fleas. There are three black pups and one white pup, all with loving personalities.

Watson:

PAWS President Katie Busenkell is fostering what she is calls “The Best Cat.”

Watson, ten month old tabby cat, was found starving to death by Busenkell’s dog, Holmes, about two months ago at Kilili Beach. Through lots of love, food, and numerous visits to the veterinarian, Watson has fully recovered and blossomed into quite a character.

Watson has been de-wormed and vaccinated. He is a very social animal, constantly looking for attention and talking. He gets along well with dogs and cats.

Missing Dog Alert

PAWS is asking for your help in locating two missing pets. We are asking that you forward and/or publish the following information so that we may reach out to a greater number of people and increase the odds of bringing these two pets home to their families.

1. NT (short for "No Tail"):

NT "No Tail" was last seen in San Vicente, by the Stanford Hotel 3 weeks ago. He is a 5 year old Doberman and Rottweiler mix.

He was wearing a studded leather collar and has an injured front paw.

Please call 235-4541 if you have any information. A $200 reward** will be given for information leading to his return.

2. Paddle:

Paddle is a Maltese with white and brown eyes.

The last place he was seen was around the residence in San Jose, Beach Side.

He has been a family dog for many years, and the kids really miss him. A reward** is offered for his return. No questions asked. The family just wants him returned safely.

URGENT ACTION NEEDED!

PAWS just received the following email and we are requesting IMMEDIATE action by community members. The email was sent out by two teachers that have served this community as leaders in our schools and on the soccer field.

"Dear friends,

Sorry for the generic mass email, but I have some rather sad news and I only want to type it once.

Unfortunately, Luna died last night. Even more upsetting than that is that she didn't die because of her illness; she was shot in the back of the head with a 22. When we came home and found her a little after midnight, her body was still warm and the blood was still fresh. We are certain of who did it - our neighbor was awake and hanging out with a friend on his porch 20 yards from her body, but claimed to know nothing, hear nothing, see nothing. Glenn went and questioned them and their story kept changing. We called the police. They came and wrote a report and said that they would be contacting our neighbor and his friend. I doubt there will be much follow-up and even if there is, I doubt there will be much resolution. Luna was the sweetest dog in the world, and as you all know she was like a child to us.

Thank you for all your help, concern and support. Sadly, someone had other plans for her.

These two pups are very friendly and great with children.

PAWS is also looking for families that are willing and able to foster homeless animals, like Choco, who was abandoned by her owners when they left island. Choco is a brown female, thought to be about one year old and very sweet.

Choco’s older brother is also in need of a new home – temporary or permanent. His name is Blackie. He is very sweet and loves to greet people by jumping up and rolling over for a petting.

Survivors are up for Adoption

PAWS has two unique animals that are in need of loving and responsible homes.

Apollo:
The first animal is Apollo, a dog that was rescued from As Matius on Wednesday evening after a neighbor called to report that the dog had a plastic cookie bucket stuck on his head for at least five days.

“Though the image may sound funny at first,” said PAWS President Katie Busenkell, “I assure that this was no laughing matter. Had the neighbor not helped this animal, he would have died from starvation and dehydration. A miserable and prolonged way to die.”

The animal was taken to a foster home where the bucket had to be removed with dull-point scissors.

“Apollo is recovering beautifully. PAWS would like to place him with a family that will appreciate his past and provide him with a loving home in the future.”
Apollo is a male boonie dog, thought to be about 1 year of age. He is good with children, cats, kittens, and dogs. According to Busenkell, “He is just happy to be around anyone that is willing to pat his head and talk to him. He’ll make a great companion for someone or some family.”

Chin Chin:
The second animal is Chin Chin, a kitten thought to be about six weeks of age.

Nine days ago, this kitten was found in the middle of the road, just in front of DPS, bleeding from the mouth. The rescuer thought a car had hit this kitten, so they took it to Paradise Island Animal Hospital for an examination.

According to Dr. Tudor, the kitten only had a chin injury that had removed the skin from the bone. A full recovery is expected, though the kitten is expected to have some scarring.

According to her foster family, she is a healthy, playful, and incredibly affectionate little kitten that is oblivious to her healing chin wound. “She gets along with dogs and other cats, and would make a great family pet.”

Busenkell noted, “It is always important that the community help us find responsible homes for unwanted or abandoned animals. Without the eyes and ears of the community, we would not be able to place these animals in good homes and our foster families would cease offering their help and support. Therefore, we are asking everyone in the community to help us find responsible and loving homes for these animals.”

Millie - The Fantastic Family Pet is Up for Adoption!

Millie is a fantastic family pet. She is a rescued female boony dog, we've had her spayed and she has always been an outside-only dog. She has a fantastic temperament, is playful, great with kids and a loyal running buddy. She loves anyone with food, is a terrific doorbell and has an intimidating bark even though she's incredibly gentle.

We are leaving island in the spring and really want to find her a good home. We've enjoyed her for the last two years and know that her next family will too! A beautiful spayed female cat is up for adoption to a good home. Apaka is about 5 1/2 years old, all white except for her tail, she has one blue and one green eye. She is an indoor cat only, as she is possibly deaf in one ear due to a genetic defect and she is de-clawed. She is current on her vaccinations. She does not meow alot but prefers to communicate by rubbing up against someone when she needs something.

Apaka's family loves her dearly but can no longer afford to care for her. Therefore, they are seeking a loving and responsible home that will continue to care for her indoors and ensure that she receives yearly examinations by a veterinarian. Five Adorable Kittens:

Five adorable kittens ready for adoption. All kittens are litter trained, deflead, and on solid food.

E.T. is an orange and white striped tabby kitten who was so named because of his out of this world ears. E.T. loves to sit quietly and watch everything and everyone around. Mesa is E.T.'s twin, an orange and white striped tabby.

Mesa is the snuggler of the group and loves nothing better than to curl up in the crook of your arm. She is a docile sweetheart.

Phantom is the odd man out in this crowd, as he has no sibling that matches his appearance. He is mostly white with black spots, almost like a miniature cow. Phantom is the adventurer and loves to explore the boundaries of his home and his humans.

Banshee is a black, orange, brown and white calico and was named for his fondness to talk to anyone who will listen.

Moo is Banshee's twin in appearance and is also a snuggler and talker. Moo always keeps an eye on his siblings to make sure none of them get out of line.

On Friday, May 30, 2008, a Saipan resident found a box taped shut on the side of the road in
Navy Hill. The box contained four (4) kittens that are estimated to be around 5-6 weeks old.

“We know people are desperate to find homes for animals, but to go to this extreme is cruel. Call PAWS at 285-PAWS and we will help you find a home for unwanted animals,” said PAWS President Busenkell.

Community Supports PAWS/BC Dog Show

Thanks to numerous community leaders, PAWS and Beautify CNMI! will be awarding great pet-care items at this year’s dog show scheduled for June 7, 2008 from 4-6 p.m.

Costco donated nearly $800.00 in pet-care items for the dog show and PAWS rescues. Such items include Advantage for flea control, dog biscuits, dog treats, a pet pillow, puppy training pads, cat food, cat litter, and education books for children and adults.

Other community leaders, like the PEW Charitable Trust, Angil Design, Inc., and numerous CNMI residents, made monetary donations. The monetary donations were used to purchase prizes such as large bags of dog food, Frontline for flea and tick control, dog toys, and Adams shampoo and dip for flea and tick control, just to name a few.

“We have had an amazing amount of support from the community,” said PAWS Vice-President Melissa Simms. “And thanks to these generous donations, we will be able to award people for loving their pets. Our main objective in hosting the Dog Show is foster the human-animal bond.”

The Dog Show is a free event that will be held this Saturday from 4-6 p.m. at the CPA Airport Field, underneath the Flame Trees at the southern end of the field. Participants are encouraged to sign up early by downloading an application on-line at http://www.paws-saipan.org/dogshowsignup2008.pdf and submitting the applicaiton to Katie at busenkell@gmail.com no later than Thursday, June 5.

People can sign up at the show between 2:30 p.m. and 3:30 p.m. There will be absolutely no entries accepted after 3:30 p.m. The show will start promptly at 4:00 p.m.

International Conferences

In May, I was fortunate enough to be invited to and attend TWO international animal welfare conferences in the United States.

The first was hosted by the World Society for the Protection of Animals (WSPA) in Boston, Massachusetts from May 8-9. In attendance were select delegates from Bahrain, India, Mexico, Columbia, Africa, Brazil, and Saipan.

The second, Animal Expo 2008, was hosted by the United States Humane Society in Orlando, Florida from May 14-17. In attendance were numerous delegates from India, Columbia, Mexico, Puerto Rico, Brazil, Chile, Italy, Belize, Peru, Kuwait, China, Australia, and Saipan, just to name a few.

Both conferences exposed me to amazing people doing amazing things for animals throughout the world. This was inspiring, and perhaps much needed to re-energize our efforts here at home.

The conferences were an opportunity for experts and donors to share advice, knowledge and experience on animal care/welfare issues. So, in order to better serve our community and animals, I attended numerous workshops, including but not limited to: (1) how to recognize and combat compassion fatigue; (2) how to lobby for anti-cruelty legislation; (3) how to count and recognize cruelty cases in our community; and perhaps most importantly to our success, (4) effective methods of animal control. Copies of the presentations, and more, are available for your review per your request. I invite all of you to review these materials and to educate yourself about the importance and possibility of helping Saipan’s animals and/or our community.

In addition to attending numerous workshops, I want you to know that I did my best to draw attention to our situation here in Saipan. I spoke to representatives from the International Fund for Animal Welfare (IFAW), WSPS, United States Humane Society (USHS), Humane Society International (HIS), the American Humane Association (AHA), the Pegasus Foundation, Maddie’s Fund, the Petco Foundation, and many more. I also made a point of talking directly to Wayne Pacelle, the President of the Humane Society and an internationally well-respected humanitarian.

What was the result? A renewed feeling of hope. I firmly believe that if we follow-up on the networking that was accomplished at these conferences, that change may be on the horizon for our animals and communities. But, PAWS and Beautify CNMI! desperately need your help in order to make these changes possible.

We need volunteers. We need people who love animals to help us foster homeless animals. We need people who are interested in honing professional skills to write letters and/or lobby on behalf of Saipan’s animals. We need people to go into schools and give 30-minute presentations to children about the importance of responsible pet ownership, compassion, and understanding animal behavior.

We don’t want all of your time. Just what you can give. And, if these tasks scare you, or you think you don’t know enough to jump in and help – not to worry!!! We are more than happy to either train in what we know or look for answers together.

If there is one base-line lesson that I learned by attending these conferences it is this – if people living in the deserts of Peru and Kuwait or the bush of Africa can muster up the strength and resources to combat animal cruelty, then we can do it too and we have little excuse not to.

National Pet Week is Quickly Approaching!

This year, PAWS and Beautify CNMI! will be celebrating National Pet Week from May 4th until May 10th. During this week, volunteers will be giving humane education presentations to various schools around the island and promoting the humane treatment of animals.

And, on May 17th, PAWS and Beautify CNMI! will be hosting our Second Annual Best of the Worst Dog Show! Categories include:

The Most Like a Movie Star; and
The Best of Show.

Participating in the event is free, though all participants must have on a collar and leash. And, if your dog has mange, we ask that you not bring the animal to the dog show. Rather, we urge you to take your pet to either one of the island's veterinarians for treatment.

Training Your Dog with Kindness and Patience: Part I

The idea of training a dog can be daunting. I know from personal experience. I have a boonie dog that is about 3-4 years old. I have never met a dog with so much energy. He doesn’t walk – he bounds, literally jumping 2 feet into the air. He doesn’t walk – he runs like a thoroughbred. On more than one occasion, his high energy levels have gotten us (him and me) into uncomfortable situations with others.

A naughty, misbehaving dog is a nuisance. Nobody, including myself at times, liked my dog. In an attempt to find a solution to his bad behavior, I did some research on dog training. I read books on dog training, spoke with dog trainers and veterinarians, and perused various websites.

Most, if not all of the sources, had one thing in common – it wasn’t just the dog that had to change his behavior. I had to change my behavior, my way of dealing with him, if we (my dog and me) were to succeed at transforming him from a naughty, mischievous dog into an obedient dog.

I cannot possibly summarize all that I have picked-up along the way into one article. So, I have decided to summarize and publish one approach to dog training into a three part series***. Using the methods summarized below, my dog has learned a series of simple commands over the last 2-3 months. These commands include, “sit,” “lie,” “come,” and best of all, “stay.”

I challenge you try these methods at home with your dog. Just remember, be patient and kind. It takes time, but in the end, it pays off!

LESSON ONE:

1. EASY: It’s important that your dog know when to calm down. So the first command is “easy.” This is a relaxing command. Introduce the command to your dog when he is calm. Then, gradually try it in more challenging situations.

While saying the word, pet your dog slowly from his neck down the back. This movement, long calm strokes down the back, mimics the calming gestures of a mother dog. So, while gently stroking your dog’s back, repeat the words “easy” and “good dog” in a soft gentle voice.

You should find that your dog starts to breathe a little easier and that he is relaxed. DO NOT let your dog lie down.

Once your dog has become relaxed, stop petting your dog. However, you want to keep chanting the words “easy” and “good dog.”

2. ORIENTING RESPONSE: An orienting response is a non-threatening sound or move that has a startling effect on your dog. You do not want to scare the dog. Rather, you want to grab the dog’s attention.

Do not use the words “No” or “Stop.” Those should be reserved for another command.

Once you have gotten your dog’s attention again, and you have him sitting or standing next to you, start petting him again and chanting “easy” and “good dog.”

After several days, you’ll notice that by chanting “easy” and “good dog” you will be able to stop petting your dog and he will be sit quietly as you are chanting.

Be prepared in the beginning to use the “orienting response” often. Training a dog takes time and patience. Don’t get discouraged. Just remind yourself that it will take some dogs longer than others to decode the human language.

3. RELEASE: The only time your dog should come out of his relaxed state is when you say so. To let him know it is okay to move about freely, use a hearty “OKAY!”

Provide your dog with numerous sessions with the “easy” and “okay” exercises so your dog can learn the difference between the two. You don’t want your dog to confuse “easy” with “sit.” Rather, you want your dog to learn that “easy” means, “move about freely, but calmly and be sure to pay attention to me.”

LESSON TWO:

Teaching a dog to sit, stay, and heel makes the dog a better companion. These commands establish control over your pet and serve as a constant reminder of who is the top dog.

1. SIT: You can best teach the “sit” command by a smooth, steady lift of the leash, saying the word “sit” and immediately releasing the tension as soon as your dog sits. If the dog resists, give a light tap on the dog’s rump. Don’t push the rump down. Pushing the rump down creates a natural counter-pressure that you can easily misinterpret as defiance. So, gently and slightly tap the dog’s rump. This should give him the message of what you want him to do.

2. STAY: With your dog sitting, hold the leash straight up with just enough tension in the leash to create counter-pressure. This allows you to use positive reinforcement (praise) as your dog is staying in position. Gradually reduce the counter-pressure as your dog begins to understand the stay. Naturally, praise the dog as soon as your dog complies.

3. HEEL: The objective of “heeling” is to keep your dog by your side where you have more control of him. Use gentle, but short, snaps of the leash to bring your dog into the heeling position. Again, the key to getting your dog to understand the word “heel” is to repeat yourself over and over again.

Be sure to praise your dog when he is in the right “heel” position. Maintain your pace no matter how hard your dog tries to distract you from the “heel” exercise. Change the pace once in awhile by slowing down and saying “heel easy” or doing a quick paced walk and saying “heel.” Then, add turns. Your dog will start to read your body language and stay in the “heel” position regardless of where you are going or how fast or slow you are moving.

Occasionally, release your dog from the heel position so he can learn the difference between “heel” and a freer walking exercise.

Try these commands, and next month there will be more progressive lessons on dog training. In the interim, if you are interested in learning more about dog training methods and/or dog behavior, I highly suggest you read the following books:

National Pet Week Committee

National Pet Week is quickly approaching and we need to get ready for our annual celebration! National Pet Week is celebrated in the United States during the first week of May. This year, it is May 4th through May 10th.

In preparation for National Pet Week, PAWS and Beautify CNMI! are putting together a Pet Week Committee. Some, though not all, of the duties will include:

1. Giving Humane Education 45 minute presentations to elementary schools. Please note that the presentations are already prepared - we just need volunteers to give the presentations!

2. Organizing Saipan Second Dog Show. This includes: getting donations, picking up donations, coming up with categories, organizing print jobs, and obtaining support from sponsors.

3. Public Relations - radio and press releases.

Two Itty Bitty Kittys

We have two TINY little kittens that are about 4 weeks old, looking for some TLC and new homes. These were 2 seperate rescues, and not from the same litter. The male is a beautiful bright orange tabby and the female is a grey tabby. They have had their first worming, and are doing well for being abandoned so young. They are ADORABLE and very inquisitive and looking for a family that can give them some special attention and follow up medical care/worming/vaccinations. I lost a member of my family this week. There won't be a funeral. There will be no well wishers. No one will wear black. Some will even casually dismiss as absurd the melancholy that permeates my soul right now. You see, Shelby Turbitt wasn't my wife, child, parent, aunt or uncle; she was "just" my beloved dog for twelve years.

Shelby greeted me every time I walked in the door. She walked on the Oleai Beach Path with me. She watched television with me. When the Yankees won the World Series in 1996, the first time they did so in my mature lifetime, she got as excited as I did -- she just didn't know why. Friends move, stop calling or start ignoring our emails, but our pets are always there, especially if we take care of them -- at least for the relatively short time on Earth they grace us with their presence. She went to the vet each year. She was spayed. She got her preventative medicine. That gave her a relatively long and healthy life. I would urge all pet owners to find a way to do the same. In return for that investment, our pets add a bit of a soft touch to us -- even to a cynical SOB like me. They make us smile. They do things like give sight to the blind and teach children about love, loyalty, friendship and responsibility. They also act as companion to a lot of lonely senior citizens that tend to be forgotten.

It is indeed true that animals aren't people, and lots of good arguments can be made that we dote on them excessively. I "get that" on a pure reason basis, but we people aren't just Apollonian and guided only by reason. We have a Dionysian side that makes us human, not robot, and that makes the pain I feel very real and not the least bit diminished by any rational arguments from those purely practical people capable of minimizing this event -- an event that traumatizes many people who probably feel they need to hide their very real grief.

As couples tend to marry and have children later in life these days, pets tend to become surrogate children. Pet spending has doubled in the U.S. from $17 billion in 1994 to more than $34 billion today. When real children enter our lives, pets do tend to take that backseat. I noticed that trend myself. Shelby understandably went from being the only other living thing in my erstwhile bachelor pad, at least if I cleaned away the mold in the bathroom that week, to the dog that was part of a human family of four. She wasn't as prominent in my life, my older boy took on more of that role as her prime companion, but she and I still had all that history.

I still remember shamelessly walking with her when she was a puppy in the parks near Rutgers University in my mid-twenties for the express purpose of meeting college women. It worked, too. She was a great ice breaker. Every woman I dated had to pass the Shelby test. I knew I was going to be a hell of a lot more difficult to deal with than her, so she was a pretty good filter for potential romantic partners. When I took her into my life, I never imagined becoming an overseas teacher, but that was what I decided to do. I thought briefly about giving her up given the complex journey I was about to make, but she had woven herself into the fabric of my life way too deeply, so I brought her to travel the world with me. I like to joke that this little dog spread fertilizer further and wider than the John Deere Corporation.

In humans our hearts are our weakest organs -- perhaps our pets play a role in softening them. In our pets, kidneys are their weakest organs. Kidneys filter away toxins, kind of like Shelby did for me. Hers began to fail. The veterinarian noticed she was having trouble concentrating her urine a few months back, but there were no other symptoms, and I was never going to do any radical steps to extend her life anyway. I don't believe in that even for people, really. She continued on without any sign of anything unusual for a few months. All of a sudden, I noticed she had lost weight -- weight she perhaps could afford to lose given how well my wife fed her, but there really was not much else pointing to a problem. In a blink of an eye it seemed, she went into kidney failure, vomited blood several times and died naturally in the middle of the night as I petted her and begged God for a miracle -- or at least to ease her pain. It was a harrowing experience. Nature and the circle of life can be a cruel and relentless mistress. She passed away quickly in the middle of the night, and it hurts really bad. There is a scene in Pulp Fiction where Butch aks Marcellus Wallace, after their encounter with the hillbillies, if he is "OK." Wallace responds, "I'm pretty f****ng far from OK." I feel a lot like Wallace right now.

Good night sweet girl. You touched me more than you could ever know.

Big Thanks for Little Things that Help A Lot!

It often seems that everyone is short on money and on time these days, but maybe we don't realize how seemly little things can greatly help someone else. Such is the case with two special people who helped PAWS in a big way this past week.

Jenny Zhang contacted PAWS after seeing that we had 10 cats needing homes. Jenny was a cat lover and previously had two cats. One had passed away some time ago and the other recently was lost or ran away. She was considering getting a new cat from PAWS, but will be leaving island soon. She called us with a FANTASTIC offer..."Could PAWS use some cat supplies?"

Yes, we can! A volunteer met Jenny and she offered us a huge box of items, including a brand new 30lb container of cat litter. Thank you, thank you, Jenny for your generosity! And what a great idea!

Do you have any pet supplies or items you no longer need? Give us a call and donate them to PAWS! You can remove some clutter and make a difference to some pets at the same time!

Also this week, PAWS had a call to removed a sick/injured dog from a business in Garapan. A truck was needed to take her the short ride to the Vet's office. Unfortunately one could not be located in a timely manner and the dog needed urgent medical care. No government office would help after repeated calls. Then our PAWS volunteer spotted a man with a truck nearby. She went over to him and explained the situation. He said he would be happy to help!

Thank you so much to Steve Marron for taking the time to transport "Sweetie" to the vet! Your time and kindness was greatly appreciated by PAWS and this dog is no longer suffering on the streets. A ten minute ride changed her life.

These are just two examples of what some people might consider "little things" but they really did mean A LOT!

There are many ways you can help and volunteer with PAWS, even if time and money is limited. Next time you see a PAWS dontation box at a local business, throw some small change in it. Every little bit helps! A Conversation with Dr. Edgar Tudor

Dr. Edgar Tudor has been a private care veterinarian in Saipan for seven years and is the owner of Paradise Island Animal Hospital . He spent time as a boy living in various Micronesian Islands, though not in the CNMI. His time in this region and a long career in rural veterinary practice influenced his decision to set up his practice in Saipan. Dr. Tudor also served in Vietnam as a member of the U.S. Marine Corps. In this conversation he offered some candid comments on the state of pet care in the CNMI, the importance of preventative care, the costs involved with those pursuits and other issues.

JCT: What are some of the unique issues and problems pets and their owners face in the CNMI?

ET: The main challenge we face in the CNMI is that most of the people out here have grown up without the services of a small animal veterinarian. Because of this, many people here honestly have no idea what their responsibilities are to their pets. It's as simple as that. Keep in mind this is how I grew up.

JCT: If I am a pet owner with a limited budget like a lot of people here, what are the most important and cost effective things I can do to give my pet a better quality of life?

ET: The very simple answer is to remember that owning a pet is an option. No one forces you to have a pet. Taking care of that pet is not an option, it's an obligation not only to the pet, but to your family, your neighbors and your community. God gave us dominion over the animals and this means he gave us responsibility for their care. When we run into problems with this is when we try to sidestep our responsibility and make someone else responsible for our lives, or pets, as the case may be. So if you're truly unable to care for a pet, don't get one in the first place. It only leads to headaches, heartaches, and very bad feelings of guilt. Once you choose to bring a pet into your home and your heart, you need to jealously guard that pet from disease and this means preventative health care. It costs little to prevent disease, and much to treat the same disease, not to mention the emotional toll that a sick pet takes on the family. Before you get a pet, call the veterinarian and get an idea of what the likely cost will be. My wife Susan wants me to write an article titled, "How much does a FREE puppy cost?" Good point.

JCT: What advice would you offer the local government to deal with the problem of the large stray dog population on island? Also, do you have any thoughts on the anti-animal cruelty bill that seems to be languishing in the legislature?

ET: Very simple, enforce the laws that are already on the books. Prosecute those that steal and abuse pets. I know of no society that turns a blind eye to theft or destruction of private property, even if it's a dog or a cat. Enforce the laws equitably. More laws isn't the answer to unenforced laws. There are already an abundance of applicable laws that could be enforced but aren't. When the people of Saipan want an anti-cruelty law they'll pass one, but in the meantime, enforce the laws that are already on the books.

JCT: If the animal shelter is actually built, are there dangers that the dogs living in close contact could pass disease to each other, and if so, how can that be prevented?

ET: Very good question. This is my greatest fear if a shelter is forced through before the government is truly committed to its upkeep. Shelters tend to become cesspools of disease if not properly managed, and I see little commitment on anyone's part to actually run a shelter the way it should be run. Besides that, Saipan already has a shelter. It's called Paradise Island Animal Hospital , and it costs the government of Saipan, and the people of Saipan, nothing to run it. It is financed by those that bring in their pets for care, that is, those that do, not just complain. Not many in the government know about it precisely because it costs them nothing, and it doesn't show up on anyone's budget -- except mine.

JCT: Please explain why spaying and neutering is important, and is there a way with medical advancements that the indigent people here would be able to do this in a cost effective fashion that might even help diminish the large stray population?

ET: Spaying for female dogs and neutering for male dogs is part of preventative medicine. Spaying prevents breast cancer, uterine infections and prevents unwanted puppies and kittens. It also keeps us from losing our favorite pets during the birthing process, which happens quite a bit on Saipan to non-spayed females. Neutered male dogs tend to stay home, tend not to get hit by cars and get injured in dog fights, which keeps the pets healthier and the owners happier because they aren't spending money they don't have. Spayed and neutered dogs also tend to live much, much longer with a better quality of life than their non-spayed and non-neutered cousins because of the above. We spayed more dogs and cats last year than in any previous year -- all without the aid of subsidies. We have expanded the services offered by Paradise Island Animal Hospital way beyond what it was when I got here and this has been based purely on demand for more and better services by my clientele.

The best way for me to save people money is to stress preventative care, not to provide cheap, ineffective care. If the dogs and cats are vaccinated, they don't get sick so the owner doesn't have to worry about not having enough money for the treatment. If the dog or cat is examined once a year and checked for parasites and other problems, any health challenges that are found can be caught earlier and treated easier and cheaper than by waiting until the pet is sick. People know that an ounce of prevention is worth a pound of cure. What they don't know is that an ounce of prevention is lighter than a feather, while a pound of cure can be very heavy to bear.

JCT: What is it like to be the vet, in terms of the emotional highs and lows, of a place with an animal population in such distress?

ET: Relative to "an animal population in distress," I don't see that. I've seen nothing but positive change in the seven years I've been here. It is a daily improvement and that keeps me high on what is happening on Saipan. When I got here the best pet owners were the mainlanders with the "locals" barely showing up on the radar screen. What a lot of people didn't know however, was how much these people wanted good veterinary care for their pets. Now the best pet owners are my Chamorro and Carolinian clients, followed closely by the Japanese and then the mainlanders. People here don't necessarily do as much prevention as I would like, but they never give up on their pets when they bring them in for care. In that respect it's much more rewarding practicing out here than on the mainland. People are gradually learning about the benefits of preventative health care for their pets. People out here love and care for their pets the same as on the mainland. The ugly story that "locals" don't take care of their pets is just not true. The numbers of neglected pets per capita on the mainland is much higher than out there. On the mainland, the local animal control keeps unwanted pets off the streets and puts them to death to accomplish this. We don't have this option on Saipan, so when you look at the number of strays vs. the numbers that would be running loose on the mainland without animal control continually removing them, we are doing much better out here than they are on the mainland. Our problems are just more visible. Millions of dogs and cats are put to sleep every year on the mainland due to rampant neglect of pets. How can we think that we are qualified to lecture anyone else on how to take care of their pets when we can't manage it in our own country?

People on Saipan want better care for their pets, not cheaper, lower quality care. Jesus made the comment that "The poor will always be among us". Our benchmark should not be the poor, or neglectful pet owners for they will always be among us. Let's benchmark our efforts based on the behavior of the responsible pet owners. This number is growing rapidly on Saipan and it has little to do with financial ability. To be sure, we will never be totally free of stray dogs and cats, and this is where the local government will need to step up at some point with a leash law (already on the books but unenforced) and a decent shelter (already on the books but not provided), but not before the commitment is there. Saipan can become a model for good pet ownership throughout Micronesia with very little effort.

Cats and Kittens in Need of Responsible Home

Over the weekend, a non-resident worker whose contract has expired contacted PAWS. The resident worker did not contact PAWS to talk about the expiration of her work permit or trip back home. Rather, she needs help finding responsible and loving homes for ten (10) cats/kittens that she has been caring for over the last few years. She would like to place them in a good home before her departure later next month.

"The cats are incredibly friendly. They just need a good home that will take proper care of them." PAWS said.

Eight of the animals are about six (6) months old. The other two (2) animals are adult cats, one male and one female, are also up for adoption and appear to be in good health.

Late last year, our good friend Ellia left the island. Ellia was truly one of these people who couldn't let an animal suffer. She selflessly fostered homeless animals and once she had nursed the animals back to health - she found them a good home. Recognizing that these animals often required veterinary assistance, Ellia sold her own artwork to raise money for the animals she was fostering. What an inspiration! What a loss!

To Senate President Pete Reyes:

My name is Aprilleen Sablan. I am in 6th grade. I attend school at William S. Reyes. My homeroom teacher is Ms. Phyllis Ain. I am writing to you because I think the CNMI Legislature should pass the Anti- Animal Cruelty Law because the people of the CNMI aren't treating animals the way they should be treated. Most of the villages I go to, I see abandoned animals, animals with diseases and that isn't right. This law will prevent animals from being neglected, abandoned, and injured.

A few nights ago you said that you weren't going to pass the law because the CNMI has a budget. It doesn't really matter if the CNMI has a budget or not. The law wouldn't need that much money. If you pass this law the CNMI would be a better place. There wouldn't be any neglected or injured animals. The CNMI would be an even more beautiful place. Now the CNMI isn't that beautiful because there are animals going around with diseases and animals that are injured, and that might scare away the tourists. The CNMI Legislature wants more tourists to come to the islands, right? So I think the Legislature should pass the Law. I hope you and the rest of the representatives pass this law. Students press Legislature on anti-cruelty bill

The first batch of letters from students of William S. Reyes Elementary School pressing lawmakers to enact an anti-animal cruelty bill was hand-delivered to the Legislature Wednesday.

The students, according WSR sixth grade teacher Phyllis Ain, made really good arguments in their letters. “Not only were they concerned about the well-being of the animals, but they were really concerned about how the absence of the anti-animal cruelty law would effect tourism in the CNMI,” Ain said.

One of the letters was from sixth grader Aprilleen Sablan to Senate President Pete Reyes, where she stated that an anti-animal cruelty law will not only prevent animals from being neglected, abandoned, and injured but would help “the CNMI become an even more beautiful place” and not scare off tourists. She added in her letter that, “A few nights ago you [Reyes] said that you weren't going to pass the law because the CNMI has no budget. It doesn't really matter if the CNMI has a budget or not. The law wouldn't need that much money.”

Ain said the students didn't really understand why the law was not being passed because of “no money.” “They didn't understand what that had to do with passing the law that would just punish people who would hurt animals. I said I didn't know and that they should ask the people who are responsible; and that's what they did,” Ain said.

She said she understands that CNMI lawmakers have priorities. “And I respect their priorities. But the pie is not just one size. There are a lot of segments to that pie. And this is an issue the community is obviously concerned about, and it's growing.”The second batch of student letters to the Legislature will be sent out today.

Dan Anderson, who hand-delivered the first batch of 31 letters to the Senate president, said that, from what he read, the students have valid questions. “They [students] wanted to know why they [lawmakers] couldn't pass the law and why they couldn't pass the budget,” Anderson said.

Pets Assistance and Welfare Services president Katie Busenkell said, "The reports of pet-theft and rampant animal abuse that is tolerated in Saipan is appalling. It is absolutely disgraceful that on American soil, it is legal to beat and or torture an animal to death.”

She urged people to “write your legislators and urge them to pass the PAWS Animal Protection Act. It is the foundation to some much needed change in the way animals are treated on Saipan."

Residents still forced to 'tolerate' animal abuse

For years, the CNMI has been forced to tolerate the many instances of animal abuses they witness as there is no law protecting animals.

The Jin Joo Restaurant dog incident and the recent dog-shooting incident has prompted the attention of concerned citizens, who could not help but wonder why animal abuse should be tolerated at all for so many years.

According to Pet Assistance and Welfare Services president Katie Busenkell, “Saipan is the only territory that doesn't have a law protecting animals from abuse or neglect.”

A male resident reported that he has witnessed some Asian men on the third floor of the Shakier II building in Chalan Kanoa beating dogs to death and disposing of the bones in the alley. “More than a year ago I saw two [men] killing a dog with 2x4 wood. About since then, I would smell some bad odor everyday 'til now. I always saw the [men] throwing large trash bags from the roof of Shakier Bldg II. My wife said that she even saw cats,” he said.

Another male witness said he had heard the Asian residents on the third floor beating dogs to death and he can often smell the dogs being cooked. He said he had reported the incident to DPS on at least one occasion, but that they had not taken action.

A female local resident vented her frustration by saying “Why hasn’t the Legislature passed a law expressly making it illegal to steal a dog and kill it inhumanely? Where do these dogs come from that are killed so brutally for meat? If these dogs are stolen, why doesn’t DPS treat dog theft like the theft of property, like a television?”

The Animal Protection Act of 2007 was introduced in the last Legislature by Rep. Stanley Torres and was also championed by former representative Cinta Kaipat. The bill managed to reach the Senate where several changes were made and then it was sent back for further review. The bill, according to Legislative Bureau's Evelyn Fleming,, is “now dead and would have to be reintroduced again.”

Rep. Tina Sablan said she has just begun to look into the Animal Protection Act issue and that she supports the House version of the bill. “It's a reasonable, straightforward, and humane bill. I would gladly reintroduce or cosponsor it, and would certainly support it if any of my colleagues reintroduced it first,” she said.

Sablan said a similar bill is currently sitting in the health, education, and welfare committee chaired by Rep. Ralph Torres.

Busenkell said, "The reports of pet-theft and rampant animal abuse that is tolerated in Saipan is appalling. It is absolutely disgraceful that on American soil, it is legal to beat and or torture an animal to death.”

Responsible Family Wanted

Are you a responsible home looking for a new addition to the family? Well, meet our friend here, Lucky (as we here at PAWS like to call her).

In Mid-December, a woman reported seeing a Korean restaurant owner pay $20.00 for a dog. She said she witnessed this man purchase numerous dogs in the same manner. She also reported having heard dog cries from the restaurant, where she believed the dogs were being killed for their meat.

Disturbed by what the woman was saying, a man heroically entered the restaurant and marched straight back to the kitchen, where he found Lucky tied to a kitchen table, cowering over a drain in the floor.

The rescuer called DPS, but DPS said there was nothing they could do. The rescuer then called DPH, who came out to the scene, confiscated some chopped up bones, and took the dog. The dog was then transported to Paradise Island Animal Hospital, where she remains today - waiting for someone to foster her or permanently adopt her.

Over the last few weeks, PIAH has worked with this dog to socialize her with other animals and humans. Yesterday, January 15th, Lucky was spayed. She has received all of her shots and is ready to be adopted by a responsible and loving home.

Shima and Max - Up for Adoption

Shima is 9 year old female tabby with all of her shots and is spayed!!

She is good with people, but has to get used to them first and is a little scardie cat at first.. then she wants to be right next to you all the time. She is pretty verbal, but her talking has mellowed with age. She is the sweetest kittie I have ever had.

We actually have two cats, the other, Max, is 16 and we brought him from the states with us twelve years ago. They love eachother and have been my best friends! (except of course my husband...) Max is too old to leave the island and will probably have to be put down which makes me sick and breaks my heart.

According to PAWS, December was a bad month for the animals of Saipan.

On Dec. 10, two dogs were stolen from a family residence in As Mahetok. A male Chocolate Lab named Bruno and a female boonie dog named Haley were taken from their family's property while the family was at work. Neither dog has been found and no information regarding the theft of these dogs has been reported to the owners or PAWS.

Also in early December, a male black boonie was taken from a family residence behind Hi-Mart. Again, no information has been reported on the whereabouts of this animal.

On Dec. 20, PAWS received a report about a dog that was rescued from the kitchen of a Korean restaurant. The dog was taken to Paradise Island Animal Hospital for evaluation and treatment. During a visit to the property where the restaurant is located in San Jose, neighbors told PAWS that they had witnessed a dog being beaten to death with a 2x4 last year. One child said she had witnessed a dog being boiled for soup.

On Dec. 21, PAWS had a dog euthanized in the San Vicente area because its owner had abandoned the dog, without food or water, after tethering it to a structure. Numerous attempts were made to locate the owner, but unfortunately no one came forward to claim the dog. The dog was not adoptable because it appeared to be timid and aggressive.

On Dec. 26, PAWS received a report about a neglected dog in Puerto Rico. According to the rescuer, the dog was infested with fleas and ticks and its skin was inaccessible because the hair was matted together. Less than 24 hours after receiving the report, the dog died after efforts were taken to save its life.

On Dec. 28, a woman found a dog in the Marpi area. “As I was walking up, this dog approached me and was sort of whimpering. Small, skin all red, blistered, peeling. Open sores. Almost completely hairless, even the tail. Emaciated beyond comprehension. She weighs about 15 lbs. Had on a collar.” [See picture in preceding blog article]

PAWS is hoping to find the owner of the dog, as it is believed that she once belonged to someone that cared for her. “She knows the word 'sit,' she is not afraid of people, and she is seeking to be comforted by human touch,” PAWS said. If her owner is not found, and the dog survives, the rescuer will keep the dog.

And on Dec. 29, a Saipan resident rescued a 6-week-old kitten from Joeten's grocery store in Garapan. Before taking the kitten, the rescuer inquired whether the kitten belonged to anyone in the area. No one claimed to know anything about the kitten, other than noting that it first appeared two days earlier. The rescuer said, “I was really disturbed and irritated by the number of people that walked by this visibly scared and abandoned kitten. These people looked at it and did nothing.”

That kitten is now in a foster home and available for adoption to a good home.

PAWS noted that these are just a few of the cases reported this month. “We are always saddened to hear of so many animals being neglected and abused by people, especially during this “joyful’ time of year,” said PAWS president Katie Busenkell.

Foster Home Needed for Seven Days

We are seeking a foster home for a very limited amount of time. Seven days exactly.

A female dog was found in the Marpi area last week. She is in poor physical condition, though her spirits are high!

Her rescuer and foster family is unable to care for her from January 2-7th. However, they would like to resume fostering her on the 7th. Therefore, we are seeking a foster home for seven days. That's it!

We are also looking for this dog's owners, if they are still on island. This dog has no hair on her body, and is emaciated beyond recognition.

However, if you or someone you know lost a female dog with blond hair, please contact Katie at 286-0970. We do not know how much of this dog's hair is blond because she has virtually no hair on her body aside from a very small patch between her shoulder blades.

We believe this dog may have been someone's pet, as she knows a few commands and craves human contact.

PAWS learned that not ONE dog was stolen from this family, but that TWO dogs were stolen.

This is a picture taken of Haley 3 years ago. Please note her markings, as they will have changed only slightly.

In an email received by PAWS, Louisa (the owner) said the following:

"Bruno was in our back yard with another dog that was stolen from us. We do not have an updated pictures of Haley - which is why she is not on the flyer. However, we believe they may be together. She is a white boonie with black spots - beautiful for a boonie dog.

Anyway, my husband kept Bruno in his house that morning - locked him up so that he would not escape. Haley was tied up but had room enough to roam the yard. Nobody is home all day (kids in school, husband and I were at work) so we do not know what time any of this happened. It was when my husband got home from work that he found Bruno's house was unlocked and both dogs were missing. They are both very energetic and affectionate dogs. Bruno has green eyes, while Haley's are black. They were never fed table scraps, so they must be really hungry right now.
We just want our babies back."

The more people we reach, the more likely we are to bring these pets home for the Christmas. What an unfortunate thing to happen right before the holidays. What an unfortunate thing to happen period. We see far too much of this in Saipan and too little effort by the government and community to correct the problem.

Thus, we ask that you write and call the Legislature and urge them to pass the PAWS anti-cruelty bill, the Animal Protection Act of 2007. To date, the government has refused to pass an anti-cruelty bill that applies equally to all Saipan residents, regardless of income. Granted, an anti-cruelty law isn't going to stop animal theft. However, the fines and penalties imposed most certainly will serve as a deterrent to such reckless disregard for another person's property.

On December 10, 2007, a group of students in Mr. Samuel F. McPhetres NMC Social Issues class gave a presentation on the importance of animal control. Group participants included:

These students did a superb job highlighting issues that stem from uncontrolled animal populations. The topics of discussion included:

Importance of spaying and neutering dogs:
Importance of vaccinations: and
Saipan’s proposed shelter and funding of the shelter.

Towards the end of the presentation, Maryann Borja emphasized that humans have an obligation to respect and protect animals. She also emphasized that owning a pet is a privilege not a right.

PAWS couldn’t agree with Maryann and this group of students more!

We offered beautiful hand beaded jewelry donated by Lucy Sablan, animal related and pet care items, and a very fun 'Make It & Take It' Christmas ornament decorating station. The kids had a great time there and we enjoyed watching these budding artists let their creativity flow! PAWS raised nearly $400.00 from this event.

The conversation on animal control was fruitful, as it highlighted many issues that need to be addressed by the legislature, government agencies, and the community as a whole if Saipan is to resolve the problems related to animal over-population and/or irresponsible pet ownership. We hope to continue this dialogue and convert this educational experience into progress that will benefit the entire Saipan community. More specifically, we hope that PAWS and government officials can work together to pass an anti-cruelty law that imposes upon Saipan citizens an obligation to act as a responsible pet owner for the benefit of the community and the environment; educate the people of Saipan about the importance of responsible pet ownership; and provide the people of Saipan with opportunities to act as responsible pet owners.

Together, we can improve the quality of life for humans and animals alike through humane animal control methods.

Dear Members of PAWS and Beautify CNMI!:

PAWS is participating in this year's CNMI Artists' Holiday Sale at the Multi-Purpose Center and we need your help! There will be almost 40 artists and writers as well as food items for sale during this event (be sure to pick up this month's Island Locator for more information). Items for sale include: paintings, carved Palauan storyboards, holiday ornaments, cards and decorations; jewelry; books; photographs; t-shirts, and other artwork and craft items.

In an effort to raise some funds for the PAWS Education Committee, we will be selling the following items at the Holiday Sale:

Pre-made Christmas dough cookies for children to decorate while parents shop at the Holiday Sale. For a small price/donation, children will be able to decorate dough ornaments with glitter, paint, and other accessories; and
Beaded jewelry made by Lucy Sablan.

A very friendly young cat was found this weekend in the Capital Hill area. We're hoping you can help us bring him home or find him a new home!

He is mostly white with some orange on his ears and a beautiful orange ringed tail. He is constantly purring and happily gives out free cat-massages!

November's Kids' Night Out was a Success!

Well, PAWS did it again and the kids had a great time again!

On November 16, 2007, PAWS had 27 children in attendance at this month's Kids' Night Out and raised $220.00. The proceeds from the event will be used to purchase education materials for th e PAWS education committee and presentations.

During the event, the kids made holiday turkeys, watched "Firehouse Dog," and played games. Snacks included popcorn, cookies, chips and salsa, juice, and water.

Due to the hectic holiday season, PAWS has suspended the December KNO. The next KNO will be held in January.

PAWS would like to thank:

Fiesta Resort, particularly Lance Razon, for providing us with a place to host the event. We also appreciate all the tasty treat you provided for the children!

PAWS and Fiesta Resort have teamed up to host a fundraiser called Kids' Night Out (KNO). Children ages 3-12 are welcome to participate in our fun program while parents take a few hours off. During this four-hour period, the children will play video games for a half hour, be engaged in arts and crafts, story reading, and a fun and educational movie about animals.

Fiesta Resort has generously offered to provide snacks and caffeine-free drinks. Animals Safety Tips for You and Your Children

Over the last two months, PAWS has launched its education committee, which is designed to educate elementary school children about responsible pet ownership and compassion towards animals. The program also talks about animal safety, an important topic to know when living among such a large number of unconfined and roaming dogs.

In case your child has not experienced a PAWS presentation on animal safety, here are some tips that you can teach your children at home.

1. Always ask a dog’s owner if you may pet the dog:

Some dogs do not like to be approached by people, especially children, they do not know. Alternatively, some dogs may be doing what they have been trained to do, like watch the house or look after an individual. Or, the dog may not be feeling well or afraid of children. For these reasons, children should never approach an owned dog without the owner’s permission.

If the dog’s owner grants you permission to pet the dog, pet the dog under the chin or on the chest. Avoid patting the dog on the head.

2. Approach a dog from the front or side:

Like people, dogs cannot see what is happening behind them. Therefore, children that approach a dog from behind may scare or surprise the dog. Loud noises, yelling, and waving hands can also scare a dog. Scared and/or surprised dogs are more likely to act defensively or possibly bite.

To avoid scaring the dog, teach your children to approach dogs from the side or front so the dog can clearly see the child.

It is also important that the children keep their hands low and speak in a soft voice as they approach a dog. Teach your children the phrase, “quietly, softly, and gently.”

3. Do not make direct eye contact with an unknown dog:

In the animal kingdom, direct eye contact can be interpreted as a sign of dominance or aggression. So, to avoid challenging a dog that you do not know, do not look a dog directly in the eye!

4. Do not bother a dog that is asleep or eating:

Nobody likes to be bothered when they are eating or sleeping, and dogs are not any different. If you bother a dog while he is eating, he may think you are trying to take his food away. It is best to just leave him alone until he done with his food.

Likewise, if a dog is sleeping, he is unaware of your presence. Waking him may startle him, and startled dogs are more likely to bite. Again, it is best to wait until he wakes up. Alternatively, you may ring a bell, squeak a toy, or call out his name before approaching the dog.

5. Do not get too close to a dog that is tied or behind a fence:

Dogs are territorial, and that means that they naturally claim a certain amount of space as their own. Again, everyone likes to have his or her own space. Likewise, dogs have their own space. So, let them have some space. Failure to respect a dog’s space may cause the animals to act aggressively.

6. Watch out for special toys and/or objects:

Dogs have their favorite toys too! It may be a stick, a squeaky toy, a bone, or leaf. Whatever it is, if the dog has it in her mouth, leave it there unless you have trained your dog to drop it and give it to you.

7. Do not get too close to a mother dog and her puppies:

Most moms are naturally protective of their young. The same applies to dogs. Thus, children should not get too close to small puppies with the mother nearby. The mother may try to protect her puppies by biting.

8. Do not run or move quickly around unfamiliar dogs:

Quick movements can startle a dog and startled dogs are more likely to bite because they are scared.

9. Stand motionless when approached by nervous or excited dog:

If a nervous dog gets close to you, stand like a tree. When you stand like a tree, you should be standing still with your arms by your side. Look down at your feet and avoid making eye contact with the dog. Be sure to keep the dog in your line of vision. Let the dog sniff you, and more than likely, he will think you are boring and non-threatening and then walk away.

10. If a dog attacks you, assume the position of a rock.

If a dog attacks, assume the position of a rock. That means curling up into a ball and protecting your face and body.

If the dog bites, be sure to wash the wound immediately with warm, soapy water for about 10 minutes. It is highly suggested that you receive medical attention.

Be sure to isolate the dog if possible. Do not further agitate the situation by kicking, yelling, or shooting the dog. Instead, try to isolate the dog and call one of the two veterinarians on the island:

Update:

Unfortunately, Smooshy was put to sleep yesterday. He was just too sick to be saved. As someone who met Smooshy, I still do not understand who would abandon such a sweet and loving animal when he needed help the most.

PAWS would like to thank Miko, the gentleman that called us about Smooshy and was kind enough to take care of him while we tried to find Smooshy a foster home and made arrangements for medical treatment/transportation.

Thank you to Melissa and Jeff for offering to foster Smooshy. We are always grateful when someone opens their hearts and homes to animals that are in need of tender loving care.

And, thank you Rose and Dr. Tudor, for doing the most unpleasant of tasks. Your gentle assistance is always appreciated, and I'm confident that your warm presence was comforting to Smooshy in his final hour.

Dear Members and Friends,

PAWS is in need of your help. We are looking for a foster home that would be able and willing to care for a very sweet, young abandoned dog.

The dog was dumped about a week ago at Kim's Market in lower Navy Hill. He has a wonderful personality - very docile and gentle. So gentle in fact, that the 5-6 year old boy that has been looking after the dog has named the dog Smooshy.

The dog is a black male, which is about 9 months old.

We are confident that with some high-protein meals, water, a bath, and a roof over his head, Smooshy will recover and prove to be an awesome pet for someone.

Please, if you can house this dog for 2-3 weeks while he regains his strength and body weight, PAWS will provide you with a large bag of food and pay for the dog's medical treatment at DLNR.

Island Locator's October Edition: Recognizing the Role of Animals in Religion

On October 7th, the Mount Carmel Catholic Church celebrated the Feast of St. Francis of Assisi by hosting the CNMI’s first ever Blessing of the Animals. People from all over Saipan gathered together with their pets to receive a blessing from Father Ryan Jimenez, Mount Carmel’s new pastor.

St. Francis of Assisi, the patron saint of animals and the environment, was a Roman Catholic saint who took the gospel literally by following all Jesus said and did. Francis wrote a Canticle of the Creatures, an ode to God’s living things. “All praise to you, Oh Lord, for all these brother and sister creatures.”[i]

Pope John Paul II said, “St. Francis invited all creation – animals, plants, natural forces, even Brother Sun and Sister Moon – to give honor and praise to the Lord.” Pope John Paul II added, “[He] is an example of genuine and deep respect for the integrity of creation….” [ii]

It is because of St. Francis’ deep respect for all living things that the Catholic Church has for centuries, observed the Feast of St. Francis by hosting a Blessing of the Animals. In some regions of the world, people and their animals walk for miles in a ceremonious parade to a Catholic Church to receive a blessing by a priest, pastor, or bishop. On October 7th, Saipan joined the world in this tradition by hosting its first Blessing of the Animals.

But, Catholicism is not the only religion to recognize animals as God’s creatures that are worthy of respect and admiration. Most religions recognize the unique and special relationship that exists between mankind, nature, and the living world. And, most great spiritual leaders have encouraged compassion towards animals through teachings and actions.

For example, in Judaism, it is forbidden to cause an animal to suffer. Torah law teaches that man is to avoid causing an unnecessary pain to animals. The Talmud (Bava Metzia 32a-b) derives this basic concept from Exodus 23:5, "If you see the donkey of someone you hate lying under its load, you might want to refrain from helping him, but you must make every effort to help him." This teaching encourages people not only to help their neighbor, but it also creates an obligation to help the animal.[iii]

Furthermore, the Torah teaches that a man shall not feed himself before he feeds his animals. This law is derived from the verse, "I will provide grass in your field for your cattle and you will eat and be satisfied" (Deuteronomy 11:15). This teaching places the feeding of the cattle before our own eating.[iv]

Islam also requires its followers to respect animals. An eminent Muslim scholar, Sheikh Yusuf al-Qaradawi has relayed the following teaching to Muslims:

Islam preceded Animal Care Societies by thirteen hundred years and made kindness to animals a part of the faith and cruelty to them a sufficient reason for a person to be thrown into Hell-fire.

The Prophet, peace and blessings be upon him, related to his Companions the story of a man who found a dog panting out of thirst. The man went down into a well, filled his shoes with water and offered it to the dog to quench its thirsty. The Prophet, peace and blessings be upon him, said: “Then Allah was grateful to him and forgave him his sins.” The Companions asked, “O Messenger of Allah! Is there a reward for us with relation to animals?” He replied “There is a reward with (relation to) every living creature.”[v]

Hinduism is another religion that respects nature and animals. According to the various schools of Hinduism spirituality, there is no distinction between human beings and other life forms. All life, including plants and animals, are manifestations of God as limited beings and all living things possess souls.[vi] Perhaps it is this belief that inspired India’s great and impressionable spiritual leader Mahatma Ghandi to say, “"The greatness of a nation and its moral progress can be judged by the way its animals are treated."

Buddhists also believe that animals should be treated with care and respect. More specifically, Buddhists believe that animals are sentient beings that should not be killed for food, sport, clothing, or experimentation.

The Tibetan Buddhist spiritual leader, the Dalai Lama, recently criticized companies that "remain indifferent" to the rights of animals used for laboratory research and experimentation. "Taking care of animals is essential to developing more happiness in human beings," he said in an Associated Press story.[vii]

Mormons also believe that animals should be treated compassionately. Joseph Smith, Brigham Young and George Cannon, the founder of the LDS church and two of it’s most influential leaders, suggested abstaining from meat unless it is necessary for survival and condemn animal cruelty.[viii]

Joseph Smith said, “Men must become harmless before the brute of creation and when men lose their vicious dispositions and cease to destroy the animal race, the lion and the lamb can dwell together....” (TPJS; p1)

While the above list of religions is far from exhaustive, it does reveal a common recognition that animals, as living creatures, should be treated compassionately.

Mother and Daughter Need a Home!

We have been hanging around the Coral Island Condos for a year. Now we can't stay and needa home.

We are very affectionate to each other and need to be adopted where we can stay together.We are cleaned an scrubbed, have been vaccinated, have been wormed, and have been pronoucedhealthy by the vet.

Sandy was spayed last week and Patches will be spayed this coming week.We both are housebroken, know how to behave indoors, are quiet, loving, affectionate, curious,and are grateful for attention.

Kids’ Night Out was a Huge Success!

Our first Kids' Night Out fundraiser was a huge success! We had 39 children in attendance and raised $335.00.

During the four-hour period between 6:00 p.m. until 10:00 p.m., the children played video games, interactive games, made Halloween cats, and watched Otis & Milo. We hope the parents enjoyed those four hours as much as the kids did!

Join us next time, on November 16, 2007, from 6:00 p.m. until 10:00 p.m., at the Fiesta Resort for another Kids’ Night Out.

Due to the number of people that pre-registered their children for the October KNO, we strongly urge you to pre-register for the November KNO. And, if your plans change, please let us know so we can make room for other children.

Friday - PAWS Open Meeting:
Friday night we had open meeting at the Fiesta Resort's Chambre Bar. The meeting was open to the public and intended to educate people about PAWS programs and initiatives. We had a great turn out, and we thank everyone who took the time to come to the meeting.

We would like to extend a special thank you to Lance Razon of the Fiesta Resort, and Fiesta Resort in general, for hosting the open meeting and providing us with delicious appetizers!

Saturday - Joeten Kiyu Library:
On Saturday, PAWS read to youngsters at the Joeten Kiyu Library at 10:30 and at 1:30. What a great time! Children between the ages of 3-9 joined us for story time, followed by some coloring book/responsible pet ownership exercises. Thank you, Rose Callier for doing both readings and bringing Wyatt, our AKC Canine friend. I've never seen a dog behave so well.

Sunday - Blessing of the Animals:
Then on Sunday, Mt. Carmel Catholic Church and PAWS celebrated Saipan's first Blessing of the Animals in recognition of the Feast of St. Francis of Assisi. About 30 dogs, 4 cats, and a fish were brought to the church to receive a blessing by Father Ryan Jimenez. Among the dogs that were present at the blessing was none other than Father Ryan's own pouch - Pico - a chocolate lab with a lot of energy.

Blessing of Pets Day on Sunday

The CNMI will mark another first in the Pacific when it holds the Blessing of Pets this Sunday at the Mt. Carmel Cathedral in Susupe.

The Blessing of Pets is a worldwide celebration coinciding with the feast of St. Francis of Assisi, which falls every Oct. 4.

Fr. Ryan Jimenez of the Diocese of Chalan Kanoa will preside over the 20-minute ceremony at the façade of the cathedral. Jimenez said the actual celebration should have been held yesterday in time for the feast day of St. Francis of Assisi.However, they decided to move it on Sunday in time for the scheduled pastoral address of the diocese.

The ceremony will start at 8am before the Sunday Mass at 9am. Jimenez said during the ceremony he would be sharing a brief homily and a liturgy stressing the love for pets.

Jimenez said the project was introduced by the Pet Assistance and Welfare Services. “We were inspired by PAWS, which is doing a lot to take care of pets in the CNMI. We believe that this would bring awareness for owners to be more responsible in taking care of their pets,” he said.

PAWS president Katie Busenkell said the U.S. Humane Society had urged the group to observe World Animal Day, which falls on the Feast of St. Francis of Assisi. She said the national animal rights group asked for documentation and photographs to be published in its online magazine.

PAWS contacted the Diocese of Chalan Kanoa three weeks ago and was elated to receive a positive response from Bishop Tomas A. Camacho and Fr. Glen Ragsag.PAWS is encouraging all pet owners from any denomination, Catholics and non-Catholics, to participate in the ceremony. However, pets should either leashed or brought in cages for the ceremony. The group is also asking pet owners to clean the area after the ceremony.

World Animal Day is a day dedicated to honoring, blessing, and protecting animals all over the world. According to the Animal Chaplains website, World Animal Day was founded at an ecologist’s convention in Florence, Italy in 1931 as a way of highlighting the plight of endangered species.

Oct. 4 was chosen as World Animal Day because it is also the Feast of St. Francis of Assisi, a Catholic Church holiday which is often celebrated with an annual "blessing of the pets.” Since then, it has grown to encompass all kinds of animal life and has been widely celebrated around the world.

Start Your October with PAWS and Beautify CNMI! AWC

In an effort to reach out to the general public, and educate adults and children about responsible pet ownership and compassion for animals, PAWS and the Beautify CNMI! Animal Welfare Committee are making a real effort to hold more events that involve YOU, the general public.

So, join us this October for our Open Meeting, the Feast of St. Francis of Assisi, and/or Kids' Night Out. Or, if you have some time, volunteer to give a responsible pet ownership presentation to elementary school children. PAWS and Mt. Carmel Church will be celebrating the Feast of St. Francis of Assisi, the patron saint of animals and the environment.

Around the world, the Catholic Churches recognizes the Feast of St. Francis of Assisi on October 4th by offering a Blessing of the Animals. Traditionally, people bring their animals to the church for a blessing by a priest, pastor, or bishop.

This year, Saipan will celebrate its first Blessing of the Animals at the Mt. Carmel Catholic Church Fountain. All community members, Catholics and non-Catholics, are invited to bring their animals to the Mt. Carmel Fountain and receive a blessing at 8:00 a.m. on October 7th.

PAWS and Mt. Carmel Church would like to remind participants to have their animals on a leash. And perhaps more importantly, participants are asked to make arrangements for the direct transportation to and from the Blessing. No animals should be kept waiting in a car before, during, or after a Mass or service.

Starting in October, PAWS and Fiesta Resort have teamed up to host a fundraiser called Kids' Night Out (KNO). Children ages 3-12 are welcome to participate in our fun program while parents take a few hours off. During this four-hour period, the children will play video games for a half hour, be engaged in arts and crafts, story reading, and an educational movie. Fiesta Resort has generously offered to provide snacks and caffeine-free drinks.

Check-in will be between 6:00 and 6:30 p.m. Parents must pick up their children no later than 10:00 p.m.

Carmel Catholic Church will be recognizing the Feast of St. Francis of Assisi on Sunday, October 7, 2007 by holding a Blessing of the Animals at 8:00 a.m. The Blessing will be performed by Father Ryan out by the Mt. Carmel Fountain.

St. Francis of Assisi, the patron saint of animals and the ecology, was a Roman Catholic saint who took the gospel literally by following all Jesus said and did.In celebration of this patron saint, members of the community and their pets are invited to attend a Blessing of the Animals on Sunday, October 7, 2007 at 8:00 a.m.

The blessing should only take about thirty minutes, so people should have time to make safe arrangements to return their animals back home before the 9 a.m. Mass, which will be held in honor of St. Francis.

This month Power 99 Radio and PAWS launched the PAWS Pet Spot, Monday mornings at 9:00am on the Daddy Long Legzz Radio Program.

Our debut program gave listeners some background information about PAWS and our activities and events of the past several months, such as Saipan’s first ever Dog Show and the launch of our In School Education Program. Rose brought along Gidget, our Pet of the Week, who took all the excitement in stride…but fell asleep at the end of the interview. Being a canine celebrity is hard work! We also made a plea for a family that had lost their pet dog, Gypsy, over the weekend.

Each week the PAWS Pet Spot will have a featured Pet of the Week that is currently up for adoption, information on responsible pet ownership, volunteer opportunities, news of upcoming activities and pet related events. Missing As Matuis Dog

A couple living in As Matuis are asking for your help in finding their female dog Gypsy. On Sunday, August 26, 2007 Gypsy and the couple’s two other dogs took themselves for a walk in the jungle. The two other dogs returned home two days later, however Gypsy remains missing.

Gypsy is a female boonie dog, who is about 3 years old. She is mixed in color and weighs about 30 pounds.

Making a Difference

Once a man was walking along a beach. The sun was shining and it was a beautiful day. Off in the distance he could see a little boy going back and forth between the surf's edge and and the beach. Back and forth the little boy went. As the man approached he could see that there were hundreds of starfish stranded on the sand as the result of the natural action of the tide.

The man was struck by the the apparent futility of the task. There were far too many starfish. Many of them were sure to perish. As he approached, the boy continued the task of picking up starfish one by one and throwing them into the surf.

As he came up to the boy he said, "You must be crazy. There are thousands of miles of beach covered with starfish. You can't possibly make a difference." The little boy looked at the man. He then reached down and picked up one more starfish and threw it back into the ocean. He turned back to the man and said, "It sure made a difference to that one!"

This booine pup we have nicknamed Gidget, was "adopted" by a mother dog we are fostering. After we found homes for her litter of six puppies...this little lady showed up and was treated like one of her own. We are guessing her to be about 10-12 weeks old. She has the most interesting floppy EARS which change with her mood. She is personality plus and loves belly rubs, being held and petted. Gets along with other dogs and cats, and is well socialized.

Or, how about this little lady?

Every so often, a special little creature comes along that really stands out from the rest. Such is the case with Maya, the pup found in the Payless Store parking lot a few weeks ago. Without a hair on her body, she cheerfully jogged up to every person in the parking lot asking for help. Never before have I seen such a carefree and loving personality come from an abandoned boonie dog. Maya loves everyone, and thinks that everyone loves her. Given a few minutes in her company, I guarantee you'll prove her right. She is irresistibly loving. She is also strangely smart.

To date, Maya has been to see Dr. dela Cruz twice. She has received two shots for mange condition, a de-worming shot, and a parvo shot. Hair has already started to grow back all over her body and the mange is no longer contagious. She does require one more shot on the September 11th, and then she should be good to go.

DLL Retro Flash Birthday Bash!

This event took place last month and we should have posted this earlier - but things are happening for PAWS right now and therefore we were short on time (that's a good thing!). Anyway, thanks Club V and Power 99 for making this happen!

Rose Callier, PAWS Board Member and Secretary arrives at the Power 99 DLL Retro Flash Birthday Bash, greeted by Program Director, Charles Dancoe aka Daddy Long Legzz, and Curtis Dancoe, Sorensen Pacific Broadcasting General Manager.

A fun time was had by all at the DLL Retro Flash Birthday Bash hosted by Club V at Saipan Grand Hotel and Power 99 radio. Over 150 people danced the night away to 80's new wave and pop music, dressed in their retro best and enjoyed some great contests, give aways and huge slices of Daddy Long Legzz birthday cake...which was almost as big as the man himself! $1 perpaid admission was donated to PAWS. Why I am a member of PAWS

When I moved to Saipan, I struggled to find a sense of purpose other than my job. I struggled with wondering why I was here. And then I found PAWS. PAWS, Pet Assistance and Welfare Services of Saipan, is an organization that strives to make Saipan a better place for animals. PAWS works to find lost, abandoned, and boonie dogs and cats appropriate homes, and works to educate the public on the benefits of responsible pet ownership. And I was drawn to PAWS because I shared a common interest with its members... a love of animals.

My love of animals goes way back. The first time I remember understanding a human's love of an animal was at age 3. I was just a little pixie of a thing, with long golden blond hair, and I remember standing at the kitchen sink looking up at my mother, who was crying. It's the first time I ever remember her crying. Her big fluffy white cat, Puff, had just died. Now, the story of Puff is one that my mother will have to tell, regarding how special this cat was. But, I looked up at her, and knew something wasn't right. I looked up at her and said, "Mommys don't cry." My mother looked down at me, and said, "Yes, they do." I remember 'getting it' then at the age of 3.

Since then, I have had an ongoing love affair with animals, thanks to my parents. I have had the following dogs in my life up to this point: Goldie, Hildie, Phoebe, Phoenix, Daisy, Brutus, Fred, Baxter, and my dearest of all, Ellie... who I miss every day. And Scarlett, who has more fight in her than any dog I've ever seen. I don't think I'm forgetting anyone, but I'm sure Mom will correct me if I am, just as she will supplement the list of cats, which is even longer. In my life, I have had the following cats: Puff, Brandy, Buttons, G.E., T.C., George (arguably the best cat ever), Adam, Eve (yes, brother and sister, and both still alive), Emmy, Charlotte (2nd in line for best cat ever), Scout, and Bubble and Squeak. Of my list, still currently in the Simms family are my dearest Ellie, Adam and Eve (albeit in delicate health at 15 years or so), Emmy, Scout, and of course, Scarlett, Bubble and Squeak, my foil Saipan animal family.

Now this list doesn't take into account the number of animals that we took in and found homes for, the number of baby birds we fed with a dropper, or the pet flying squirrel we adopted because it flew down the chimney. We named the squirrel Squeaky. There is a picture floating around somewhere of my dad wearing a super sexy brown velour 70s top with Squeaky sitting on his shoulder. Blackmail material, perhaps. And it doesn't take into account my mother's current flock of non-migratory Canadian geese and random ducks who have decided to make my parent's backyard home. They've been around for just about as long as we've lived there. And these birds are fat, corn-fed, and spoiled rotten. (While I was in Atlanta on my recent vacation, my dad and I were shocked to find goose droppings in the garage... apparently one bird was bold enough to come to the front of the house, and browse around my parent's garage... go figure.) My nieces love to feed them with the quality cracked corn my mother buys in bulk. And my father just about has the 'wild' squirrels trained well enough to take whole peanuts (It IS Georgia, after all) out of his hands.

My point is this: I was taught a love and respect for animals since birth. If children aren't taught how to treat animals, they will not grow up understanding animals, and will miss out on the amazing relationship that humans and animals can have. I've often said that I get along better with animals than I do with people, although that can change depending on the day. But animals don't judge... they love you simply because you are you, no matter what mood you happen to be in. What person do you know who can do that?

PAWS needs people who are passionate about animals. PAWS needs people who understand the amazing relationships that can prosper between people and their pets. PAWS needs people who want to change their community for the better. If you are one of those people, let me know. PAWS has some amazing things in store, and I know we have a place for you.

Some Facts You Should Know About Chained Dogs

For various reasons, many Saipan residents chain their dogs outside. Perhaps you want to keep the dog from being stolen or running away. Maybe your dog is too aggressive to run freely. Or, maybe you don’t want your female dog to get pregnant. Whatever your reason(s), you are not alone.

Regardless of your reasons, chaining your dog up outside should not be a permanent solution. There are many reasons both humane and health related to find a better way to confine your animal.

Is My Dog “Chained”?

The answer is “yes” if your dog is roped, chained, or tethered to a tree, post in the ground, and/or another stationary object.

Why is it a problem to continually chain a dog?

Continually chaining a dog can cause several health problems.

1. Dogs are naturally social beings who need interaction with humans and other animals to remain happy and healthy. According to the Humane Society, “A dog that is kept chained in one spot for hours, days, months, or even years suffers immense psychological damage. An otherwise friendly and docile dog, when kept continuously chained, becomes neurotic, unhappy, anxious, and often aggressive.”

2. Continually chaining your dog does more than psychological damage. It can also affect their physical health. Chains can pinch skin and/or rub the skin raw. Raw skin is open to infection, which can appear as soars. These soars are painful, and can easily become infected. Such infections can ultimately lead to serious scaring, or in severe cases, death.

Also, some collars fit too tightly and become embedded into the dog’s neck. The Humane Society recalled one story where a veterinarian had to euthanize (humanely kill) a dog whose collar, an electrical cord, was so embedded in the animal’s neck that it was difficult to see the plug.

3. Chains and tethers can become entangled on nearby objects and choke the dog to death.

4. Dogs left on chains are easy targets for animal-thieves or house-thieves.

Dogs that are left on a chain are virtually defenseless when attacked by other animals, insensitive humans, and biting insects.

Imagine being chained up outside and unable to escape from mosquitoes or boonie bees!

5. Female dogs that are in heat and left on chains are easy prey for male dogs looking to mate.

Do chained dogs make good guard dogs?

No. Chaining creates aggression, not protectiveness. A protective dog makes a great guard dog. A protective dog is used to being around people and can sense when his family is being threatened. A dog learns to be protective by spending lots of time with people and by learning to know and love his human family.

Leaving a dog on a chain and ignoring him is how to raise an aggressive dog. Aggressive dogs can't distinguish between a threat and a family friend because they are not used to people. Aggressive dogs will attack anyone: children who wander into the yard, a visiting family member, or the CUC meter reader.

Statistics show that one of the best deterrents to intruders is a dog inside the home. Intruders will think twice about entering a home with a dog on the other side of the door. Second best is a dog that is fenced in a yard that an intruder would need to enter to gain access to the home. In any case, an intruder can easily avoid a chained dog.

Are chained dogs dangerous to humans?

Usually, and may even be dangerous to their owners. Dogs that are chained for long periods of time can be neurotic and/or aggressive. Therefore, when someone is in their territory, they often feel forced to attack and protect their limited space. This aggressive behavior doesn’t just vanish if the dog is taken off a chain or tether. If the psychological damage can be undone, it takes time. Until the damage is undone, the animal poses as a threat to people, particularly children, and other animals.

Are chained dogs otherwise treated well?

Rarely. Chained dogs suffer from sporadic feedings, overturned water bowls, inadequate veterinary care and overexposure to the weather. During typhoons, these dogs have no access to sturdy shelter. They are also deprived of the ability to run and hide, or move out of the way of moving objects. During extreme heat, and intense sun, these dogs often do not receive adequate water or protection from the sun.

Furthermore, because of their neurotic behavior, they may be difficult to approach. Therefore, they are often given minimal affection.

Quite simply, chained dogs become part of the background, part of the scenery and can easily be ignored by their owners.

How can I humanely confine my dog?

The most ideal way to confine your dog is to fence your yard. If you cannot afford to fence the entire yard, try fencing in half the yard now and do the rest later.

By fencing in your yard, you allow your dog the freedom to move about freely and designate certain areas for certain things: one area of the yard is for pooping and peeing, and another area may be for sleeping in the shade, while another may be where he wants to eat.

What if I can’t afford to fence in my yard?

If you can’t afford to fence the yard, you have two options:

1. Attach the dog’s leash to a long line—such as a clothesline or a manufactured device known as a pulley run. This gives the dog a larger area to explore and is preferable to chaining the dog to a stationary object.

2. Be aware that many of the same problems associated with chaining still apply, including attacks on or by other animals, lack of socialization, and safety. Pulley-run can be bought at Ace Hardware or on-line at Petco.com. If you absolutely must chain your dog to a stationary object, be sure to follow these guidelines:

Make sure the chain is secured in such a way that the chain cannot become entangled with other objects.
Collars used to attach an animal should be comfortable and properly fitted. Choke chains should never be used.
Restraints should allow the animal to move about and lie down comfortably.
Animals should never be chained during typhoons, fires, or hot weather.
Try taking your dog on a walk at least twice a day to ensure he/she gets exercise. This also strengthens the human-animal bond, while improving your health.
Try moving the dog (and the dog house, food, and water) to a new location every other day. This allows time for grass to grow. Grass provides padding for your dog while he is sitting, sleeping, and standing.

PAWS attends animal welfare conference in Samoa

PAWS President and Beautify CNMI”s Animal Welfare Chair, Katie Busenkell, recently returned from an animal welfare conference sponsored by the World Society for the Protection of Animals (WSPA) in Samoa. WSPA is a United Nations partner.

As a Pacific Island Society Member, WSPA invited PAWS to attend the conference to learn about animal welfare education in the Pacific region, as well as animal control methods and working with local governments.

The conference was held from July 28-30. Pacific island delegates included Samoa, American Samoa, Papa New Guinea, the Cook Islands, Majuro, Fiji, and Saipan. A Vanuatu delegate was scheduled to give a presentation during the conference, but missed his flight.

Also in attendance were representatives from the Australia Queensland RSPCA (Royal Society for the Prevention of Cruelty to Animals), New Zealand RSCPA, and WSPA directors from Australia, the United Kingdom, and Asia.

Busenkell said, “It was a great opportunity for PAWS to learn more about how to educate children about the importance of responsible pet ownership. We also learned a great deal about effective methods of animal control, not all of which require spaying and neutering.”

“Believe it or not, animal welfare taints our tourism industry, and property values, while also raising public health and safety concerns. Collectively, the community needs to change their approach to animals. With the help of organizations like WSPA and the United States Humane Society, PAWS is willing and able to help people do just that – change the way they treat animals in a manner that benefits the community and the animals.”

What does it mean to “Spay” or “Neuter” Your Pet?

Responsible pet ownership is often associated with “spaying” or “neutering” your pet. But, many people do not know what it means to spay or neuter a pet, or why it is so important.

What does spaying or neutering mean?

Spaying and neutering are essentially the same idea. They are terms used to describe an operation that removes the reproductive organs of a dog or cat.

A female is spayed and a male is neutered. When a female is spayed, the veterinarian usually removes the female’s reproductive organs, or her ovaries, fallopian tubes, and uterus. When a male is neutered, the veterinarian removes the male’s testicles.

Does this operation cause pain to the animal?

No. In both cases, the operation is performed while the pet is under anesthesia, which is a gas or injection that makes the animal unable to feel pain.

The operation is usually performed at your veterinarian’s office. Though the actual surgical procedure doesn’t take that long, the anesthesia takes awhile to wear off. Therefore, your pet will likely have to stay at the vet’s office for a few hours, possibly a few days.

You may also be asked to keep your animal calm and quiet for a few days after the operation to avoid any infection or discomfort caused by the incision. By keeping your pet calm and quiet, the incision will have time to properly heal.

How old does an animal have to be to be spayed or neutered?

A dog or cat can be spayed or neutered at almost any age, according to the American Medical Veterinary Association (AVMA). In some instances, dogs and cats can be spayed or neutered as early as six weeks old. However, most spaying and neutering operations are performed once the animal reaches sexual maturity.

Your veterinarian can advise you on the most appropriate time for your particular pet based upon its breed, age and physical condition.

What are the benefits to spaying a female?

Where to begin? There are so many!

Female dogs typically go into “heat” every six months. When a female dog is in “heat” that means she is fertile, or can get pregnant. A female dog in heat will bleed from her rear-end area, give off a scent (that is undetectable to humans) to attract male dogs from miles around, become anxious, short-tempered, or actively seek a mate. The female dog’s heat cycle can last up to 21 days.

Female cats can come into heat every two weeks during breeding season until they become pregnant. While a female cat is in heat, she may engage in behaviors such as frequent yowling or urinating in unacceptable places.

When a female dog and/or cat is spayed, the heat cycle is eliminated, or stopped. That means no more bleeding, attracting males, becoming anxious or short-tempered, or better yet – no more pregnancies and no more babies! No more babies means that the island has less unwanted animals, less strays, and less suffering sickly animals that are in need of homes and/or medical attention.

Female dogs and cats that are spayed are typically more appreciated by their owners, as the worrying or annoying inconveniences associated with a female in heat or a pregnant female are non-existent.

Early spaying of female dogs and cats also helps protect the animals from serious health problems such as uterine infections and cancers, and/or sexually transmitted diseases.

What are the benefits to neutering a male?

Males are half the equation in population control. Even if they aren't the ones giving birth to babies, they are equally responsible for making the babies.

Male dogs and cats are capable of breeding at the early age of 6-9 months old. Once a male reaches sexual maturity, they start “marking” their territory by spraying strong-smelling urine on furniture, curtains, patios, gardens, etc. Sexually mature males are less likely to stay home because they are constantly looking for a mate. Finding a mate isn’t always easy, so they may run away and get lost, stolen, or injured, while tracking down a female in heat. Dogs seeking a female in heat can become aggressive and may injure themselves and people by engaging in fights.

Neutering male dogs and cats reduces the need to breed and can have a calming effect that makes them less inclined to roam and more content to stay at home. This does not, however, mean that a male dog is less protective of the house or family. Neutered dogs make good guard dogs because they are less likely to leave the property or house.

Neutering your male pet also improves his health by reducing the risk of prostate disease, testicular cancer and infections.

How does spaying and/or neutering my pet make a difference for the community?

Saipan has a serious animal population problem. Each year, hundreds of animals are dumped in the jungles, beaches, or abandoned by roadsides. These abandoned, roaming, stray, and sick animals have a negative impact on our tourist industry, property values, public health, and public safety. In addition to causing our society numerous costly problems, these unwanted animals suffer horribly before dying of starvation, disease, worms, or by the acts of man.

Furthermore, irresponsible breeding contributes to:

The problem of dog bites and attacks;
Stray and roaming dogs that litter our neighborhoods and negatively affect tourism;
Dead dogs that smell, and negatively affect our neighborhoods and tourism;
Overburdening parties who are trying to address our animal-related problems, such as PAWS, AWC, Beautify CNMI!, DLNR, and Paradise Island Animal Hospital;
Stray pets and homeless animals get into trash containers, which litters our beaches and jungles;
Stray pets poop in public places and on private lawns; and
Stray animals affect our wildlife population, such as birds, turtles, and lizards.

By having your dog or cat spayed or neutered, you will do your part to prevent the birth of unwanted dogs and cats and you will enhance your pet's health and quality of life, while also improving our community.

Spaying or Neutering an animal is expensive – Is it worth the expense?

Yes! Without doubt, spaying or neutering your animal is worth every cent! This is a one-time expense that can dramatically improve the quality of life for you, your neighbor, community members, and your pet.

If you are still uncertain about whether or not to proceed with the surgery, consider the expense to society of collecting and caring for all the unwanted, abused, or abandoned animals. You may not even be aware of this – but there are a lot people working very hard, both professionally and as volunteers, to care for these animals and find them permanent and safe homes.

Having your pet spayed or neutered is a part of responsible pet ownership and an important investment in your pet's long-term good health.

Sad, but typical story here in Saipan

What a sad situation -sad story.

PAWS published a piece in the Saipan Tribune the other day about a rescue attempt of a dog that was dumped at the Airport about 3-4 months ago. We received a call from a TOURIST who spotted the emaciated dog upon her arrival in Saipan.

I knew of the dog's existence, but had completely forgotten about it. Three months ago, I noticed the dog when I was dropped off at the airport to catch a flight. I swore I would take care of it when I got back, but completely forgot with all the other complaints, animals, and issues that continually come up on a daily basis.

So, three months later, PAWS received an email about this female dog living in the airport parking lot.

Look for yourself - she, the rescue dog, is nothing but skin and bones. I hope it can be rescued. I hope someone comes forward and offers to house the dog for 2-3 months while she regains her strength. But, if no one comes forward, the dog will be put to sleep.

In a last ditch effort to find a fostering home for this dog, we published an article in the paper. ONE person responded to our plea for help - ONE person. This one person was a young lady, who obviously has a soft spot for animals.

I typically do a house visit before handing over a foster dog. So, I went by this young lady's house on Saturday to check out the set-up.

While I was at the house, I noticed the family had three dogs: one male and two females. The male was in great condition - beautiful coat, thick waist, with clear eyes. The females had mange, collar rash, and were too thin.

I asked questions about the females, and as it turns out, they are kept chained up because the family doesn't want them to get pregnant. Constantly being chained up causes the collar-rash and/or irritates the mangy skin.

During my inquiry, the dogs' owner asked about spaying the females. "How much would it cost to spay those females - $100?" A series of thoughts went through my head: First, I was shocked that he knew what spaying was. Second, I was delighted that he wanted to do it. Third, I was irritated that the cost of being a responsible pet owner was absurdly out of reach for this gentleman.

"No, it will cost you about $350 per dog." I could see the disappointment in his face. Obviously, $100 was out of the question, but $350 was out completely of the question .

After talking to this man and his family about alternative methods of birth control, I focused on the good looking and well-looked after male.

I asked a series of questions about the male dog, which lead to the story of the male dog's brother. According to the gentleman, the male dog had a brother until 3 days ago when someone stole him. The family says they know who took him, and they know that he has been eaten.

Regardless, they asked that I help them find the dog. "My wife misses the dog. She still cries about him," the man said.

I mentioned a reward would help, and the gentleman said he would offer $50.00 to the person who safely returned the dog.

What a crappy situation for this family - and yet - they are still willing to help the airport dog that is in need. Here, they have two female dogs that they are trying to take care of, but can't afford to do so, and their male dog was recently stolen and possibly eaten.

I often leave these situations wondering WHY we can't help this man be a responsible pet owner. Why can't we host a spay and neuter clinic so this man can get his females spayed? How many other people on the island are like him? How much better would this place be if we helped these people accomplish their pet-goals?

Rescue Attempt for Airport Dog

PAWS is looking for a foster home or permanent home for a dog that is in need, and for someone to sponsor her medical attention.

Jane Belcher, from Texas, is here visiting Saipan for a couple of weeks. Upon her arrival in Saipan, she was greeted by a homeless black and white dog that lives at the Saipan Airport. The dog, according to Belcher, is emaciated. According to other reports, the dog has been living at the airport for at least three months.

Jane started feeding the dog, and has done so throughout her stay here in Saipan. She said, “When I first saw her, she literally could not stand on 3 feet to use the other one to scratch. Her tail was totally under her body. By Wednesday, after only a few days of food, she was running up to me, her tail was wagging and she actually whined a hello before I fed her on Wednesday night.”

She contacted PAWS and asked for their assistance. Per her request, PAWS went to visit the dog and bring it food and water, and to determine what course of action to take. PAWS President Katie Busenkell said that despite the dog’s weakened condition, she has a pleasant and friendly personality.

Busenkell said, “Cases like this are disturbing for numerous reasons. First, it is always disturbing that someone feels no shame in abandoning a dog and leaving it to fend for itself, or to die a slow death of starvation. Second, it is disturbing that so many people could look at this dog everyday on their way to work and not feel compelled to help it – if not for the dog’s safe, to benefit the community. And third, it is disturbing that our legislature still has not enacted an anti-cruelty bill that prohibits and deters animal abandonment, among other things.”

PAWS believes the dog can be nursed back to health, but they need to find someone to sponsor her medical treatment and provide the dog with a safe place to recuperate. Busenkell said, “This is precisely why we need a shelter. So animals don’t have to suffer this long, and so our community and tourists don’t have to witness their suffering.”

If no home can be found for this dog by Monday, PAWS will attempt to catch it and have her euthanized at the DLNR clinic on Tuesday.

He is incredibly handsome – monotone brown coat, which is beautiful, and great eyes.

He has been a good companion and friend, and he will be greatly missed.

Obi: He's six (6) months old, sixteen (16) pounds, very strong and healthy, and had all of his shots. Obi is very friendly and affectionate.

He is absolutely beautiful, with a nice face and body marking, pointed ears and a good coat. Obi has a melodious bark and he likes to vocalize when he has something to tell you.

Obi has been a wonderful puppy and companion. He too will be greatly missed.

Lady: Lady was found while on a walk up to Forbidden Island in Kagman III. She was in a clump of bushes next to a black trash bag of dead puppies. She is believed to have clawed her way out of the bag and survived.

Lady was seriously malnourished and had no hair due to mange and a bacterial infection. Judging from the decomposition of her dead siblings, she had been there several days and nights and was hungry, thirsty and frightened. Robert said, “I really don’t know how she survived, but she really had a will to live. I brought her home, cleaned and fed her, gave her a few antibiotics I had left over from my other dogs, and also gave her some dog vitamins. She had badly bowed front legs, probably from vitamin deficiency, so I fed her some vegetables with her food and bandaged her legs around the knee to provide support and prompt healing.”

Today, Lady’s legs are straight and sturdy. She also has plenty of puppy energy. It is important to note that Lady is currently receiving mange treatment through the DLNR Clinic. She has another treatment or two to go, but appears to be in good health otherwise. Robert firmly believes that with a little love and care, Lady will grow into a big and beautiful female dog with lovely red hair.

3. Sweet Momma Dog: This sweet female dog needs a good home. She was abandon in her rescuer’s neighborhood about a year ago. She's very gentle, good with children and other dogs.

What is it about Miracle Mike?

At first, it was hard to distinguish the squirming lump from the roadkill he was glued to. One truck ran right over him; another car was about to do the same. Attached to what emerged as a tiny body were 2 floppy ears and very little hair; when he raised his head, he looked more like a chicken than a dog. I stopped my truck and scooped him up. This was a problem: We already have five dogs and five cats, and we promised (the last time), that there would be NO MORE. So when I returned to my classroom with the puppy, there was a real question as to what to do with him.

I made a pbj sandwich while we contemplated his future. After scarfing down his half [of the sandwich], Mikey immediately threw up.

So you ask: what made me love him? Certainly not the mange that covered his little body. Certainly not the stump that masqueraded as a tail that wagged his whole body. Certainly not the bones and squiggly things he continued to vomit.

I promised myself I would not care about this little dog, because I didn't know if he would live, and I knew I couldn't keep him. Yet, I was prepared to camp out with him at the classroom if there were objections to bringing him home.

Dan [my husband] agreed [to let him stay at the house]-- so long as it was temporary, and so long as I figured out some way to stop the incessant scratching, the vomiting, and other problems caused by the 5 dogs who ignored him and the 5 cats who hissed at him.

There is a history here. Last year, Dan brought Penny home around Mother's Day. Penny is a Dalmatian wannabe -- and the most hyper, obnoxious dog that ever was. Dan, however, loves her, and if he didn't bring her home, she would have died. Penny is not the sharpest pencil in the box, either: it took her months to grasp that she was to do her business outside the house; that she didn't have to throw up after every meal; that the other dogs and cats have their own personal space; and that every one's shoes were not her personal toys. Penny was obviously not my favorite: she harassed (and harasses) the other dogs in her endless quest for attention; and she required endless trips to Dr. Tudor, all of which cost some $1200 in vet bills to treat her skin problems, her ehrlichia (which dog on this island DOESN'T have it?) and spaying complications. No one loves Penny except Dan. So Dan owed me one.

The new guy, however, never saw the problems that were Penny and immediately fell in love with her. Penny, it must be said, rose to the occasion. He nips at her; he follows her; he climbs on her; he bothers her; and he even tortures her. They play endlessly. He loves her unconditionally and thinks she is the greatest thing ever.

As for the other dogs? The pup refuses to take "no" for an answer. He charms them; he tries to play; he never gets mad when they growl at or ignore him. He's never in a bad mood, and he just tries so hard. And he has responded so well to treatment: in the month that we've had him, he's doubled in size.

There's not just one special thing about Mikey -- it's just the package. I've never seen a little one try so hard to fit in, just to make it. So we love him, not because he's beautiful (because he's far from that), but because he sees the beauty in everything.

So what makes Mikey Miracle Mike? He loves Penny, and life, and every thingelse. And he's staying right here with us: after all, Penny would be heartbroken if he left her.

Low-Cost Veterinary Clinics - Cancelled

We have received numerous inquiries asking about the PAWS and Beautify CNMI! Veterinary Clinic. Hopefully, the following will clarify our position.

First, PAWS to date has not agreed to host a low-cost spay and neuter clinic.

Second, Beautify CNMI!'s Animal Welfare Committee was planning a low-cost spay and neuter clinic that was planned to visit Saipan for two weeks in February or March of 2008. Unfortunately, due to circumstances beyond Beautify CNMI!'s control, the volunteer veterinarians of Veterinary Ventures, will not be making the trip to the CNMI.

Beautify CNMI! will continue to work towards hosting this important event.

What's Eating Your Dog?

Ever wonder what is eating your dog? Not who is eating your dog, but what is eating your dog. Or, maybe you don’t even know that something is eating your dog. To find out, answer some of the following questions:

1. Is your dog constantly scratching?
2. Is your dog missing patches of hair?
3. Have those patches of missing hair gotten bigger and bigger?

If you answered yes to these three questions, then your dog may have what is called “mange.”

So, what is mange?

Mange is a skin disease that affects animals. On Saipan, the skin disease most commonly affects dogs, though it is contagious to humans. Common symptoms include hair loss, itching, and inflammation.

There are two kinds of mange: Sarcoptic Mange and Demodectic Mange.

Sarcopic Mange:

Sarcoptic Mange is caused by a small parasite called a mite. The mites burrow into the hair follicle and lay eggs. When the mites invade the hair follicle, it causes an infection. The eggs and the infection basically push the hair out of the hair follicle and that results in hair loss.

Sarcoptic mange is very itchy in hypersensitive animals. So you have a better understanding of just how miserable it is to be itchy all the time, imagine being covered with mosquito bites, poison ivy, or having the chicken poxes. It is so itchy that some animals itch themselves raw.

Is Sarcoptic Mange Contagious?

Yes. Sarcoptic mange is very contagious. It is usually spread or contracted by direct contact with an infested animal, although it can also be spread, rarely, by indirect contact.

If you handle a dog that has mange, it is best to wear gloves and wash your hands thoroughly after handling the dog. Avoid skin contact. If skin contact should occur, be sure to wash the exposed area as soon as possible with soap and water.

When will I know if my dog has Sarcoptic Mange?

Well, if you don’t know already, you may have to wait between 10 days and 8 weeks after your animal is exposed to an infected animal. This is the time it takes from contact or exposure (to the disease or infected/infested animal) to the manifestation of the disease or infestation. It is not clear how long the mite can survive in the environment, detached from its host.

Watch for hair loss, itching, and lesions. Also look for a thin yellow crust or flake –that is puss and it means that your dog has a skin infection.

How Do I treat my dog’s Sarcoptic Mange?

Don’t waste your money on over the counter medications or homeopathic remedies. Sarcoptic mange is a serious disease that needs to be treated by a veterinarian as quickly as possible to prevent the disease from spreading, and to reduce the animal’s suffering.

There are chemicals or acaricides (a substance that is poisonous to ticks and mites) that can kill the mite on or off its host. Administering these chemicals is limited to licensed veterinarians by the FDA. Luckily, both of our island veterinarians are equipped to treat Sarcoptic Mange.

How Can I prevent Sarcoptic Mange?

The best thing to do to prevent the spread of this skin disease between dogs is to prevent direct contact with the clean (uninfested) animal. If the dogs live together, complete separation by double fencing, at least two feet apart, would be the best thing to do to prevent the "clean" dog from getting the infestation.

Revolution, which requires a prescription, can be very effective in preventing mange and heartworm, and killing ticks, fleas, and flea eggs.

Demodectic Mange:

Demodectic mange mainly affects puppies and older dogs.

Puppies get the mites shortly after birth from their mother. Some puppies cannot develop the immunity or resistance to the mites, so they have a reaction to the infestation, or mite bites.

Is Demodectic Mange contagious?

No. Unlike Sarcoptic Mange, Demodectic Mange is not contagious to humans and most dogs.

How will I know if my puppy or older dog has Demodectic Mange?

Symptoms will appear, such as hair loss. In some cases, pimples will appear around the upper portions of the eyelids and forehead.

How do I treat my dog’s Demodectic Mange?

As a puppies’ immune system strengthens, they may become resistant to the Demodectic mite’s presence. However, about 10% of puppies don’t develop a resistance, and life for these puppies can be miserable if the disease is not treated.

Therefore, although treatment may not be necessary in all cases, it is highly recommended. If left untreated, Demodectic Mange can become a general infection, which affects the entire body. Bacterial infections are commonly seen in severe cases and may require numerous treatments before the disease is cured. Therefore, it is best to start treatment early before the infection becomes severe.

Treatment, when just starting, is by spot application of amitraz (Mitaban) or rotenone every two weeks. In a generalized condition, bathing or dipping, using Mitaban, every two weeks until two negative skin scrapings are achieved, is the treatment of choice.

Ivermectin can also work, but treatment may be prolonged. Systemic antibiotics are used to control or treat the bacterial infection.

Do Not Dump that Dog – Treat that Dog!

Not all skin diseases are mange. Your dog may have a coral allergy or be allergic to flea or tick bites. These allergens are easily and affordably treated once diagnosed.

To find out what is plaguing your dog, take him/her to the veterinarian for an examination so the animal can be promptly treated. Prompt treatment by a veterinarian is important for two reasons: (1) it stops the disease from spreading to other dogs; and (2) reduces the dog’s suffering.

An old, healthy dog

This week marks the eleventh year I've had my dog Shelby. My sister had her one year, so she is twelve. Life took strange journeys, and never did I imagine I'd be bringing my dog all over the world, but that was what was required, so that is what I did. With an investment in veterinary care, an animal can live long and prosper, not to mention offer all types of life enriching experiences.

People say all these things about dogs being loyal, but I don't actually buy that. I had this dog for eight years, just her and me, but she is now more attached to my wife and ten year old. I don't begrudge that, though. She teaches my son about responsibilty, care and love, and she's still one, sweet, spoiled, old cutie.

In response to an article published in the Marianas Variety, the following letter of clarification was issued on June 14, 2007, to the Marianas Variety, the Saipan Tribune, Senator Hofschneider, and Senator Crisostimo:

Dear Editor,

This is a letter of clarification in response to an article published by the Marianas Variety on June 14, 2007 titled "Animal Welfare Advocate Wants Cockfighting Banned."

When I was contacted by the Marianas Variety, I asked that the topic of the anti-cruelty bill be approached delicately, as there is a lot at stake. In an effort to avoid any confusion, misquotation, or misinterpretation, I emailed the MV a carefully crafted email summarizing the meaning of the anti-cruelty bill and the status of the bill.

Despite this protective measure, information was misstated and I believe that information needs to be corrected for the general public.

First, the bill that was introduced to the House and Senate is an "anti-cruelty bill," not an "anti-animal cruelty bill."

Second, I did not say that Senator Hofschneider or Senator Crisostimo were proponents of the bill. I said, "I recently spoke with Rep. Kaipat, Senator Hofschneider, and Senator Crisostomo about the law and hope to meet with lawmakers sometime in the coming weeks."

There is a big difference in these two statements.

For clarification, neither Senator Hofschneider nor Senator Crisostimo expressed to me that they were for or against the anti-cruelty bill. Rather, they simply expressed a willingness to learn more about the bill and it's effect on the community.

I recognize and appreciate the media's willingness to cover animal-related stories. However, the topic of anti-cruelty is an extremely serious and delicate issue, and therefore it must be reported in a conservative and accurate manner. To do otherwise may set back our efforts rather than further them.
